Introduction

The Sikkim (Re-Organization of District) Act, 2021 (Act No. 15 of 2021) was enacted with a view to provide for re-organization of districts within the state to further strengthen the governance and administration in view of growing population. Likewise, the Roads & Bridges Department established new circle offices at Pakyong and Soreng District vide notification No:14/GOS/R&B/PR/Part-II-/2022-23/SECY/20,dated: 16.09.2022 in adherence to act No.15 of 2021.There is Total length of 3177.23km of roads in the State of Sikkim. As per the notification the length of the road allocated to Pakyong Circle is 292.34 km.

VARIOUS HEADS UNDER WHICH PROJECTS HAVE BEEN SANCTIONED  IN ROADS & BRIDGES DEPTT. PAKYONG

  • BADP: Border Area Development Programme BADP is an important intervention of the Central Government to bring about development of border areas by supplementing the State Plan Funds to bridge the gaps in socio- economic infrastructure on one hand and improving the security environment in border areas on the other.
  • CRF: Central Road Fund (CRF) is a non-lapsable fund created under Section 6 of the Central Road Fund Act, 2000 out of a cess/tax imposed by the Union Government on the consumption of Petrol and High Speed Diesel to develop and maintain National Highways, State roads (particularly those of economic importance and which provides inter-state connectivity), rural roads, railway under/over bridges etc. Around Rs. 20,000 crores get collected under CRF per annum (during the years 2012-14).
  • HUDCO: The Housing and Urban Development Corporation Ltd (HUDCO) is the premier techno-financing public sector enterprise, in the field of housing and infrastructure development in our country.
  • NLCPR: Non-lapsable Central Pool of Resources is a central scheme. The objective of NLCPR Scheme is to fill up the gap in infrastructure sector of the North Eastern Region through sanctioning the projects prioritized by the State Governments. Ministry gets Annual Budgetary Allocation from Ministry of Financefor funding the projects under NLCPR Scheme.
  • NABARD: National Bank For Agriculture And Rural Development. It promote sustainable and equitable agriculture and rural development through participative financial and non-financial interventions, innovations, technology and institutional development for securing prosperity.
  • <27 RIDF: The RIDF was set up by the Government in 1995-96 for financing ongoing rural Infrastructure projects. The Fund is maintained by the National Bank for Agriculture and Rural Development (NABARD).
  • NEC :The North Eastern Council (NEC) came into being by an Act of Parliament, the North Eastern Council Act, 1971 to act as an advisory body in respect of socio-economic development and balanced development of the North Eastern Areas consisting of the present States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura.
