DIRECTORATE OF ECONOMICS, STATISTICS, MONITORING AND EVALUATION (DES&ME)
Introduction
Directorate of Economics, Statistics, Monitoring and Evaluation (DESM&E) is under Planning and Development Department. The Directorate is headed by Director General whose office is located at Socheythang, Gangtok.
The various works carried out by the Directorate are:
- National Sample Survey
- Gross Domestic Product
- Compilation of Consumer Price Index
- BPL (Below Poverty Line)
- 14 – Digit
- Aadhaar
Infrastructure:
The office is located at Government Quarter building Pachey which is above the District Administrative Centre, Pakyong. The office has one small unit with one open room which is used for Aadhaar purpose and two other small rooms occupied by Deputy Director and Field staff respectively.

Schemes Being Implemented
Since the district office has only 01 (one) regular Statistical Investigator posted, only 14-Digit and Aadhaar works are being carried out at the district office. Other works of the district are being carried out from the Head Office itself.
AADHAAR:
Aadhaar is a 12- digit unique identity number that can be obtained voluntarily by the citizens of India based on their biometric and demographic data. The main purpose is Identification and Direct Benefit Transfer. In Sikkim, the UID program started in 2010-11 and DESM&E has been declared as the Nodal department.
Aadhaar Status Report:
- All India Aadhaar generated-135.08 Cr
- Sikkim Aadhaar generated- 6.38320 lakhs as on February 2023
- Presently individuals who have enrolled for Aadhaar ten years earlier, their document updation
- is being carried out which is a mandatory exercise.

14-DIGIT:
14 Digit is a state government project and Employee Identification number. The regular employees of the government of Sikkim are identified through GPF/CPF numbers as unique employee code. DESM&E, Pakyong has recently started issuing 14 digit.
BPL:
Below Poverty Line (BPL) is a sate funded project. It is an economic benchmark and poverty threshold used by the Government to indicate economic disadvantage and to identify individuals and household in need of Government assistance.
Through this BPL benchmark the government is able to target and uplift the section of the population who are socio-economically marginalized.
